What Is an HOA Budget?

Have you ever heard someone say...


"It's not in the budget."


Or perhaps...


"The Board approved next year's budget."


And wondered...


"What exactly is an HOA budget?"

"Who prepares it?"

"What does it include?"


They're great questions.


Many homeowners hear the word budget, but aren't quite sure what it means for their community.


The good news is that the concept is actually very simple.


Just like many families prepare a household budget each year, an HOA prepares an annual budget to estimate the money it expects to receive and how those funds will be used to operate, maintain, and protect the community.


Think of it as the community's financial roadmap for the year ahead.


Let's take a closer look.


Who Prepares the Budget?


The Board of Directors is ultimately responsible for adopting the Association's annual budget.


In many communities, however, the budget is prepared with assistance from the property manager, accountant, reserve specialist, and other professionals who help estimate the Association's anticipated expenses.


Once the proposed budget has been reviewed and finalized, the Board adopts it in accordance with the Association's governing documents and applicable law.


What Does the Budget Include?


Every community is different, but an HOA budget often includes expenses such as:


  • Landscaping 
  • Pool maintenance 
  • Insurance 
  • Utilities 
  • Professional management 
  • Routine maintenance 
  • Administrative expenses 
  • Contributions to reserve funds 


The budget helps the Association plan for both day-to-day operations and anticipated expenses throughout the year.


What Does "It's Not in the Budget" Really Mean?


Homeowners sometimes hear this phrase and assume the Board simply doesn't want to approve a project or repair.


That's not always the case.


Most of the time, it simply means the Association did not plan or allocate money for that particular expense during the current budget year.


Depending on the situation, the expense may be postponed until the next budget, paid from available funds, or require the Board to consider other options.


Can the Budget Change?


Yes.


Even the most carefully prepared budget can't predict every situation.


Unexpected events can happen, including:


  • Storm damage 
  • Emergency repairs 
  • Equipment failures 
  • Increases in operating costs 


Like a household budget, an HOA budget sometimes needs to adapt when unexpected expenses arise.


Why Does the Budget Matter?


The annual budget is one of the Association's most important planning tools.


It helps ensure there is enough money to maintain the community, operate its amenities, meet ongoing obligations, and prepare for anticipated expenses throughout the year.


A well-planned budget helps the community operate smoothly while using homeowners' assessment dollars responsibly.


The Bottom Line


An HOA budget isn't simply a list of expenses.


It's the community's financial plan for the year ahead.


Understanding how the budget is prepared helps homeowners better understand how assessment dollars are used and why thoughtful financial planning is essential to maintaining the community.
